Olivas is the William B. Bates Distinguished Chair in Law and Director of the Institute for Higher Education Law & Governance (IHELG) at the University of Houston. He was instrumental in making innovative change in the areas of admissions including the University of Texas’ top 10% Plan and access to higher education for students with designation through Deferred Action for Childhood Arrivals (DACA).
